It was reported at the Central Council for Education University Subcommittee held online that the Ministry of Education, Culture, Sports, Science and Technology is considering establishing a new system that allows early graduation from universities by preempting university credits in high school. The Ministry of Education, Culture, Sports, Science and Technology will revise the relevant ministerial ordinance during 2021 and aim to apply it from 2022.

According to the Ministry of Education, high school students are still able to earn university credits as students taking courses, and the pre-empted credits are included in the number of credits required to graduate from university. However, it is not allowed for high school students to shorten the period of study by the credits taken in advance, and it is stipulated that they must be enrolled in the university for four years after enrollment.

Under the new system, this provision will be amended so that even credits earned before enrollment can be used to shorten the period of study. As a result, if high school students get 124 credits in advance in half a year out of the 15 credits required for college graduation, they will be able to graduate half a year earlier if they get the remaining 109 credits in three and a half years after enrollment. ..Applies only to universities that took classes in high school.

The new system aims to make it easier to go on to overseas universities and have a long-term work experience, and recent education such as the establishment of an early graduation system and the removal of the age limit for granting university entrance qualifications to students who have graduated from overseas high schools. It is in line with the flow of reform.

As of 2018, 28% of all universities allow high school students to take university classes. There were about 1,500 high school students taking courses.
