It was found in the materials of the Ministry of Education, Culture, Sports, Science and Technology submitted to the subcommittee.Although the budget for scientific research has increased slightly in FY2017, it is still on a downward trend, and there are calls for a review.

 文科省によると、科学研究費の新規応募件数は2011年度9万1,737件、2012年度8万8,808件、2013年度9万3,888件、2014年度9万6,528件、2015年度9万9,475件、2016年度10万1,234件と年々増加している。
これに対し、新規採択件数は2万5,000~2万6,000件台で推移しているため、新規採択件数は2011年度28.5%、2012年度28.3%、2013年度27.3%、2014年度26.9%、2015年度26.5%、2016年度26.4%と低下、次第に狭き門になりつつある。

 一方、国の予算に組み込まれた科学研究費の額は、2011年度2,633億円、2012年度2,566億円、2013年度2,381億円、2014年度2,276億円、2015年度2,273億円、2016年度2,273億円と減少の一途をたどってきた。
