これに対し、新規採択件数は2万5,000～2万6,000件台で推移しているため、新規採択件数は2011年度28.5％、2012年度28.3％、2013年度27.3％、2014年度26.9％、2015年度26.5％、2016年度26.4％と低下、次第に狭き門になりつつある。
一方、国の予算に組み込まれた科学研究費の額は、2011年度2,633億円、2012年度2,566億円、2013年度2,381億円、2014年度2,276億円、2015年度2,273億円、2016年度2,273億円と減少の一途をたどってきた。
