The Ministry of Education, Culture, Sports, Science and Technology has decided to revise the notification regarding the establishment of universities due to the issue of restraining the expansion of new universities in the 23 wards of Tokyo, and has begun soliciting public comments on the draft notification.For the purpose of correcting the concentration of young people in Tokyo, the amendment stipulates that in principle, the increase in capacity will not be allowed within the 23 wards.

 According to the Ministry of Education, public comments are open until September 9.In the notification amendment, when the university wants to establish a new faculty in the 12 wards, it requires that the capacity be reduced from the capacity of the existing faculty.If the university has already decided on the institution and is preparing for land purchase, it will be allowed as an exception.

 In the 23rd ward, the concentration tends to accelerate due to the return of the university to the city center.In May, the government's Council of Experts compiled an interim report stating that it would not allow an increase in capacity, and the government has included the direction of curbing new expansion in the basic policy for regional revitalization decided by the Cabinet in June.
However, when the Ministry of Education, Culture, Sports, Science and Technology requested the applicant school to refrain from and review the increase in enrollment capacity from 2018, none of the schools responded because there was no legal basis.

 The government plans to develop legislation for quota regulation by the end of the year.However, since it is expected that a concrete system will be drafted at the end of the year, the Ministry of Education, Culture, Sports, Science and Technology has decided to handle the increase in the number of students in 2018, the establishment of a faculty in 2019, and the increase in the number of students.
On the other hand, private universities in Tokyo, Tokyo, etc. are increasing their opposition, and fierce debate is expected in terms of legislation.
