With the integration of Osaka Prefecture University and Osaka City University, Osaka Prefecture and Osaka City will propose a policy to propose an integration plan for the operating corporations of both schools to both the prefectural and city councils in September. It was clarified at the promotion headquarters meeting. The new corporation will be started in advance in April 9, and the new university is planned to open in April 29.If realized, the largest public university in Japan will be born.

 According to Osaka Prefecture, the new corporation will be "Public University Corporation Osaka", which will be jointly established by the prefecture and the city.In addition to Prefectural University and Municipal University, it also operates Osaka Prefecture University Technical College.The office will be located in Osaka City, with one president dedicated to management and two vice presidents appointed by the current presidents of both schools.

 The new corporation will take over 880 faculty members of Prefectural University and 2,193 of Municipal University.The composition of the faculties, departments, and campuses is expected to be finalized by a new corporation, but there are plans to establish a new campus in the "Umeda Phase 2 Area" that extends to the north of JR Osaka Station in Kita-ku, Osaka City.

 If the bill for the integration of operating corporations is approved by both the prefectural and city councils, we will apply for approval to the Ministry of Internal Affairs and Communications and the Ministry of Education, Culture, Sports, Science and Technology in FY2018.After the integration of the corporations, we will apply to the Ministry of Education, Culture, Sports, Science and Technology for approval to establish a new university, and propose a university integration-related bill to both prefectural and city councils.

 Osaka Prefecture University has 4 faculties and 7 graduate schools, including engineering and community health departments, and has 7,710 students.Municipal University has 8 faculties and 10 graduate schools, including medical school and law school, and has 8,211 students.If the integration is realized, it will become the largest public university in Japan, surpassing Tokyo Metropolitan University.

 The integration of the two schools was proposed by former Mayor Toru Hashimoto, who was elected Mayor of Osaka in 2011, for the purpose of eliminating the double administration of the prefecture.The primary plan had stopped due to the opposition of the Osaka City Council, but in the 2015 Osaka double election, Governor Ichiro Matsui and Mayor Hirofumi Yoshimura were elected and started moving again.
