The Toride City Council of Ibaraki Prefecture was ranked number one in Japan for the second consecutive year in the "Parliamentary Reform Survey 2021" conducted by the Waseda University Manifest Research Institute.As the infection of the new coronavirus spreads, it was highly praised for maintaining and improving the functions of the parliament by utilizing the online video conference system and ICT (information and communication) technology at an early stage.

 According to Waseda University, the Parliamentary Reform Survey is a mechanism that collects the voices of residents, makes efforts to realize it, and publicizes the results.Compared to the previous year, the number of local councils working on parliamentary reform has increased, but among them, the Toride City Council ranked first in the nation's participation category and third in the information sharing category, and was selected as the overall first.

 In April 2022, Chairman Katsuhito Kanazawa of the Tote City Council visited the Ministry of Internal Affairs and Communications, the Digital Agency, and the Liberal Democratic Party together with the Shiga Prefecture Otsu City Council and the Shiga Prefecture City Council Chairman's Association to revise the Local Autonomy Law necessary for the realization of the online plenary session. We are focusing on promoting the online parliament, such as submitting a request form.

 Regarding the evaluation of Japan's No. 2 for the second consecutive year, Chairman Kanazawa said, "As a result of thinking about measures to act without degrading the function of the parliament even in the case of Korona-ka by utilizing online.
