The Ministry of Education, Culture, Sports, Science and Technology's Higher Education Bureau has reported to the Future Vision Subcommittee of the Central Council for Education University Subcommittee a request for a budget estimate for 2018.In consideration of the indication that the lack of operating expenses of universities is causing deterioration of the education and research environment, we are requesting an increase in operating expenses subsidies for national universities and ordinary expenses subsidies for private universities.

 According to the report, the total budget request of the Higher Education Bureau, excluding the subsidies of the Japan Private School Promotion and Mutual Aid Corporation, is 1 billion yen.It increased by 9,087 billion yen compared to the previous year.

 Of this amount, in terms of university operating expenses, national university operating expenses subsidies increased by 384 billion yen from the previous year to 1 billion yen, and ordinary expenses subsidies for private universities increased by 1,309 billion yen from the previous year. 130 billion yen, and the basic expenses of the national college of technology demanded 3,283 billion yen, an increase of 25 billion yen from the previous year.

 Regarding scholarships, we are requesting 122 billion yen, an increase of 1,181 billion yen from the previous year, due to the expansion of the number of eligible scholarships for benefit-type scholarships and interest-free scholarships.The benefit-type scholarship will be fully implemented, and the number of eligible scholarships will be increased from 2017 in 2,800 to 2, and the interest-free scholarship will be increased from 2,800 to 51.We also asked for a reduction in tuition fees for national and private universities of 9,000 billion yen, an increase of 56 billion yen from the previous year.

 In the revitalization of university education, the formation of a world-leading educational base will increase by 68 billion yen from the previous year to 227 billion yen, and the promotion of the development of innovative and leading education and research programs will increase by 36 billion yen from the previous year to 100. It demands JPY 8 billion, an increase of JPY 43 million from the previous year to train advanced medical personnel and strengthen the functions of university hospitals.

 In addition, it is seeking 4 billion yen, an increase of 84 million yen from the previous year for the internationalization of universities and the development of global human resources, and 24 billion yen, an increase of 369 billion yen from the previous year for the enhancement of exchanges between international students.
