After graduating from the Department of Commerce, Faculty of Commerce, Hitotsubashi University, Professor Ogawa worked as a visiting researcher at the Faculty of Economics, Harvard University in the United States, before becoming an associate professor at Hitotsubashi University in 1991 and a professor in 1999. He has held positions such as vice president of Hitotsubashi University and president of the Japan Society of Monetary Economics.His main research area is international finance. From 2020 he will be a professor at the Faculty of Economics, Tokyo Keizai University.

　From 2003 to 2021, he served as chairman of the Development Cooperation Appropriate Council, and continued to make efforts to realize strategic and effective assistance for Japan's ODA projects.In addition, as a member of the Council for Appropriate Implementation of Grant Aid, which was the predecessor of the same council, he was commended in recognition of deepening the quality of discussions by making use of his outstanding knowledge on development cooperation.

　Professor Ogawa said, "It is a great honor to have been recognized as having indirectly contributed to Japan's development cooperation for developing countries by checking the relevance of Japan's ODA projects." and commented.In addition, when he was involved in JICA's technical assistance to the financial school affiliated with the Central Bank of Kenya, he recalled that he had a glimpse of the hardships of those who carry out ODA projects on the ground, and said, I want many people to reaffirm the importance of international cooperation in this field."

　According to the Ministry of Foreign Affairs, the Foreign Minister's Commendation for FY2022 was awarded to 197 individuals and 48 organizations in Japan and overseas, including Professor Ogawa, for their contributions to international cooperation.
