The Federation of Private Universities of Japan has released a document calling for the early abolition of restrictions on university enrollment in the 23 wards of Tokyo, which are aimed at regional revitalization.At the same time, we are requesting the government to verify whether the current regulation is a policy suitable for the purpose of regional revitalization and to publish the results.

 According to the Federation of Private Universities of Japan, the request was put together in response to the revision of university quota regulations, which started with the enforcement of the Local University Promotion Law in 2018.In September, we submitted the outflow of students from each prefecture to Tokyo's 9 wards when they entered university and the results of a questionnaire survey of member universities located in the 23 wards to the Cabinet Office's panel of experts, which is currently reviewing the situation.

 In a request for the early abolition of the restrictions, it pointed out that the quota restrictions would limit the variety of educational opportunities for students who wish to study at universities in Tokyo's 23 wards, and that there is a danger that this could seriously undermine Japan's development.In addition, when universities in Tokyo's 23 wards try to embark on education in new fields, it is becoming difficult to secure reliable resources other than student fees.

 For this reason, in addition to requesting that the regulation be abolished as soon as possible, and that the effects of regional revitalization be verified and announced, even if they are effective in regional revitalization, they will be limited to areas with high social needs such as mathematics and data science. Regarding the establishment of new faculties and departments, it is requested that a special measure be taken to approve the examination by a third-party organization.
