The Local University Promotion Law, which does not allow the increase in the number of universities in the 23 wards of Tokyo for 10 years in principle, was passed and passed by the majority of the ruling parties at the House of Councilors plenary session. With the aim of correcting the concentration of young people in Tokyo due to going on to university, we will also establish a subsidy system for local governments working to promote local industry in collaboration with local universities.

According to the House of Councilors, out of a total of 229 votes, the bill was passed by collecting 182 votes in favor of the ruling Liberal Democratic Party, the Komeito Party, the Constitutional Democratic Party / Minyukai of the opposition, the Nippon Ishin no Kai, and unaffiliated members. It was established. The number of negative votes was 47, and the opposition Democratic Party for the People's Republic of China, the Communist Party, and the Hope Party (Liberal Party, Social Democratic Party) turned against it.

The bill does not allow the increase in the capacity of the university until March 2028, except for the establishment of a new faculty due to the revision and abolition of the existing faculty and the acceptance of working adults and international students.Separately, the 3 wards of Tokyo will be designated as the target area by a Cabinet Order.

The new grant is targeted at the development of local professional human resources and the promotion of core industries, and the government has budgeted 2018 billion yen in the FY100 budget.Through these projects, the aim is to enhance the attractiveness of local universities and to flow them out to Tokyo.

The population is concentrated in Tokyo mainly among young people in their twenties, and there are many cases where they move to Tokyo when they go on to university at the time of employment and continue to work in Tokyo. The government wants to put an end to it by not increasing the capacity of universities in the 20 wards of Tokyo, but in February, the Tokyo Metropolitan Government issued an urgent statement against it under the name of Governor Yuriko Koike, and the Japan Association of Private Universities also opposed it. He was expressing his opinion.
