The Future Vision Subcommittee of the Central Council for Education University Subcommittee was held at the Ministry of Education, Culture, Sports, Science and Technology in Tokyo. I submitted a request consisting of three items of contribution.

According to the Ministry of Education, the request form is the name of the governor of Akita Prefecture, Norihisa Satake, the standing chairman of the National Governors' Association Educational Environment. It reports on the situation in Akita Prefecture, where the impact of population decline is the most serious in Japan, and calls for consideration for local areas through the integration and reorganization of universities.

In terms of education, the establishment of satellite campuses of universities in the metropolitan area and the establishment of an environment that can fully utilize the credit transfer system between universities, in terms of research, integration, construction of a system that can continue joint research with local companies even after reorganization, university research In the area of attracting local communities and contributing to the community, the promotion of community contribution activities beyond the organizations between universities is mentioned.

The population of Akita Prefecture is 3 as of March, but the National Institute of Population and Social Security Research estimates that it will decrease to 98 in 2045. Both the rate of decrease from 60 and the rate of aging of people aged 2015 and over are expected to be the worst in Japan, and it is predicted that the 65-year-old population will decrease significantly accordingly.
Of the 7 universities and 4 junior colleges in Akita Prefecture, 1 university and 3 junior colleges have already fallen below capacity. We have no choice but to consider future integration and reorganization, but we are concerned that if the national universities become wider, it may cause them to move away from their hometowns.

For this reason, he said that the integration and reorganization of numbers without promotion measures for regional universities would not fit the purpose of regional revitalization, and that the integration and reorganization should be discussed while deepening industry-academia-government collaboration.
