The University of Tokyo Graduate School of Interdisciplinary Information Studies and the Institute of Industrial Science have set up a disaster countermeasure training center on the Komaba Campus in Meguro-ku, Tokyo to develop human resources who will be leaders in the community and workplace in the event of a disaster. Established at a satellite base in Minami Izu Town, Prefecture. From 2019, we will provide systematic training for local governments, private companies, and leaders of regional disaster prevention organizations.
According to the University of Tokyo, Kimiro Meguro, a professor at the Institute of Industrial Science, the University of Tokyo, was appointed as the director of the center. We will provide training for human resources who will be leaders in disaster response to systematically understand disaster response operations and make swift decisions. The scope of disaster countermeasure work is from occurrence to damage assessment, emergency response, and recovery.
For the time being, we will target disasters including storms and floods, mainly earthquakes and tsunamis, but in the future we will expand to include all natural disasters in stages. The center is also considering the independent operation of the center through paid training for local governments.
The recruitment of students will start in March 2019, and the training program will start in May. Test training will be conducted during FY3.
Although the regional disaster prevention manuals for local governments are being formulated in Japan, there was no place to conduct training to make prompt decisions and respond to disasters. The center will proceed with training while incorporating the latest knowledge with reference to advanced cases such as the United States.
