The Ministry of Education, Culture, Sports, Science and Technology selected the Department of Agricultural and Forestry Resource Sciences at Kochi University's Faculty of Agriculture, Forestry and Marine Sciences as a special case that allows regional national universities to increase their enrollment quotas to make them more attractive regional universities. With the organizational reform of the Faculty of Agriculture, Forestry and Marine Sciences, the Department of Agricultural and Forestry Resource Sciences will increase its enrollment quota by five to 1 students from the 1 academic year, as part of a plan to train leaders in the primary industry, which is Kochi Prefecture's core industry, and to introduce the latest digital technology to the primary industry.

According to the Ministry of Education, Culture, Sports, Science and Technology, Kochi University will not only provide comprehensive agricultural education that enables the sustainable development of agricultural, forestry and marine resources and environmental conservation, but will also promote data science education that can promote the digital transformation of the primary industry and nurture leaders who will advance the digitalization of the primary industry.

In addition, the university plans to introduce a regional quota for Kochi Prefecture and to promote the transfer of graduates from the University of Agriculture and Forestry into their third year, aiming to increase the number of students employed within the prefecture in the Faculty of Agriculture, Forestry and Marine Sciences from 3 in the five years up to 2022 to more than 5 in the five years from 99.

The special increase in admissions quotas at local national universities has been applied to four universities, including Tokushima University, from 2023 onwards, making Kochi University the fifth. Only Kochi University applied for the 4 admissions quota increase, but a review committee consisting of experts including Aichi Prefecture Governor Hideaki Omura and Aomori Chuo Gakuin University President Kei Sato conducted interviews and made the decision to request an increase in admissions quota.
