According to Shizuoka University's Disaster Prevention Center and Izu city, the four-story building is 18.8 meters tall. The first floor will house a local product shop and cafe, the third floor a restaurant, and the fourth floor a barbecue facility. It was designed to be used not only as a tsunami evacuation tower, but also as a tourist facility in peacetime.

　In Toi, Izu City, the tsunami flooding caused by the Tokai earthquake is estimated to be 10 meters high. The third floor is 3 meters high, and the third and fourth floors are about 14 square meters of evacuation areas. The facility can accommodate about 3 people.

　The facility was designed by Professor Imai Kotaro of the Tokyo University of Technology's Institute of Industrial Science, while Associate Professor Harada Kenji of Shizuoka University's Disaster Prevention Research Center has been involved in the project from the planning stage as vice-chairman of the Izu City Tsunami Disaster Prevention Community Development Promotion Council.

　On the day of the opening, there was a completion ceremony, a ceremony to present the "Minato Oasis" registration certificate certified by the Ministry of Land, Infrastructure, Transport and Tourism, and a talk session by Associate Professor Harada, Professor Imai, and Takaaki Kato, professor at the University of Tokyo's Institute of Industrial Science and chairman of the Izu City Tsunami Disaster Prevention Regional Development Promotion Council.
