On September 2024, 9, Kyoto Prefecture announced that Kyoto Prefectural Agricultural High School (Nantan City) and Kitakuwada High School (Ukyo Ward, Kyoto City) will become affiliated high schools of Kyoto Prefectural University (Sakyo Ward, Kyoto City) from April 6. This will realize high-quality learning through collaboration between high school and university, and foster human resources who will contribute to the promotion of agriculture, forestry and related industries in Kyoto Prefecture. In addition, a new "affiliated school quota (tentative name)" will be created in the entrance exam for the affiliated department of Kyoto Prefectural University from the 2026 academic year.

 An "affiliated high school" is a school offering secondary education that has an affiliated relationship with a specific university and is run by a separate educational corporation from the educational corporation that runs the university. Students from this affiliated high school are given priority for admission to the affiliated university compared to general applicants.

 The schools joining the group this time are Kyoto Prefectural Agricultural High School, Kyoto Prefectural University Faculty of Agriculture and Food Science (affiliated department: Department of Agriculture and Life Sciences), and Kitakuwata High School and Kyoto Prefectural University Faculty of Environmental Science (affiliated department: Department of Forest Science). By joining the group, educational opportunities will be enhanced by utilizing the facilities of both schools, and specialized, high-quality learning will be realized through laboratory visits and lectures by university faculty. In addition, it is expected that the skills of high school teachers will improve through collaboration with universities.  Kyoto Prefectural University will reorganize its faculties in April 2024, and will have five faculties: Faculty of Letters, Faculty of Public Policy, Faculty of Agriculture and Food Science, Faculty of Life Science, Engineering and Informatics, and Faculty of Environmental Science. The university regards the entire city of Kyoto as its campus, with the Shimogamo Campus (Sakyo Ward, Kyoto City) in Kyoto City, the Seika Campus (Seika Town, Soraku District), which includes a farm, in the southern part of Kyoto Prefecture, and a satellite office (Maizuru City) in the northern part.

 Regarding preferential admission to Kyoto Prefectural University, starting with the 2027 entrance exams for current first-year high school students, a new "affiliated school quota (tentative name)" will be established for the Faculty of Agriculture and Food Science, Department of Agricultural and Life Sciences, and the Faculty of Environmental Science, Department of Forest Science. The recruitment quota will be approximately 4% (5-2024 students) of the total admission capacity. Academic exams will be conducted to select students, and successful applicants will be determined within the affiliated school quota (tentative name) for each department.  Looking at public universities across the country, there are some cases where the university and the operating corporation are different, such as Akita Municipal University of Art and Takasaki City University of Economics and Business High School, which still use the name "affiliated school."
