Naruto University of Education (Naruto City, Tokushima Prefecture) and the Tokushima Prefectural Board of Education will introduce a "regional teacher application quota" to train young leader teachers for elementary schools in Tokushima Prefecture from the 2027 entrance exam (held in 2026). The announcement was made at a joint press conference on December 2024, 12.

 In the face of a nationwide teacher shortage, schools such as Saitama University's Faculty of Education (2025 entrance exam) and Ibaraki University's Faculty of Education (2026 entrance exam) are introducing "regional teacher preference quotas." The "regional teacher preference quotas" already in place are varied, including those that are limited to students attending high schools within the prefecture, those that allow applications from high schools outside the prefecture if they strongly wish to become a teacher within the prefecture, those that are implemented through comprehensive selection, those that are implemented through school recommendation selection, and those that do not include the name of the region or other names in the exam name. Naruto University of Education's "regional teacher preference quota" will be open to high school students nationwide from the 2027 entrance exam, and will recruit five students through school recommendation selection type I (exempt from the University Entrance Common Test).

 In addition, under the name of "Tokushima Super Rookie Teacher Training Program," the program systematically trains students over a total of seven years, including four years of undergraduate studies and three years of graduate school (the second year of which they work as teachers in schools, and the third year they complete the graduate school while working). Even after completion of the program, the university will provide support in solving problems as needed.

 Tokushima Prefecture is seeing an increase in single-class and undersized elementary schools, and is promoting "chain school" and "package school" initiatives to revitalize education through collaboration with other school types and institutions. In light of this, this program aims to continually produce young, leader teachers who are able to address various issues within the prefecture, promote collaboration between schools even as schools become smaller, and strengthen school capabilities.

 In addition, we are considering conducting special selection procedures for students in this region in the Tokushima Prefecture public school teacher selection process.
