A research group led by Professor Masato Sekine of Waseda University Faculty of Science and Engineering and Professor Yu Kirenkawa of the University of Tokyo Earth Observation Data Integration and Collaboration Research Organization has developed a system for predicting urban inundation in the 23 wards of Tokyo in real time. Aim to start trial operation by the end of June 2019.

 At present, the effects of climate change on a global scale are becoming more prominent, and if unprecedented heavy rainfall occurs, serious inundation will inevitably occur in Tokyo as well.Therefore, when the 23 wards of Tokyo were hit by an unprecedented amount of heavy rain, the research team asked, "What scale of inundation will occur?", "What is the process of inundation becoming more serious?" The research was started with the goal of presenting an answer based on the predicted results by making full use of the latest technology in response to the question "what measures should be taken in advance to reduce damage to what extent".

 As the first step of the research, Professor Sekine of Waseda University, targeting highly urbanized areas such as Tokyo, the dynamics that govern the flow of water through the occurrence of "urban inundation" and the process by which it becomes more serious. Developed "S-uiPS Sekine's urbaninundation Prediction System", a method for making detailed predictions based only on the principle.As the second step, we made it possible to predict inundation in real time by speeding up the calculation code of "S-uiPS" in cooperation with the University of Tokyo Earth Observation Data Integration Collaborative Research Organization.However, since this calculation requires high-speed processing of a huge amount of data, we decided to perform it on the real-time data utilization platform platform of the data integration and analysis system DIAS of the Ministry of Education, Culture, Sports, Science and Technology.

 The system for predicting inundation in real time developed this time is scheduled to start trial operation on DIAS of the Ministry of Education, Culture, Sports, Science and Technology by the end of June 23, first targeting the 2019 wards of Tokyo.After that, by the time of the Tokyo Olympics and Paralympics in the summer of 6, which will be held during the rainy season, we will promote the social implementation of the system with the aim of stable operation so that inundation information with sufficient accuracy can be continuously provided.
