The 3rd meeting of the Ministry of Education, Culture, Sports, Science and Technology's Reform Execution Headquarters was held, and the Ministry of Education, Culture, Sports, Science and Technology's Ministry of Education, Culture, Sports, Science and Technology's Reform Promotion and Compliance Office was in charge of personnel exchanges with national university corporations, coordinating with the 2019 universities whose directors were replaced in April 4. He reported that he was seconded to 30 universities, which was about half as many.

According to the Ministry of Education, Culture, Sports, Science and Technology, the secondment of directors will be reconsidered in order to maintain the autonomy of the national university corporation. The decision will be made based on the intention and the circumstances so far.

For some national university corporations that have canceled their secondment to directors, we are switching to dispatching staff such as the vice president and secretary general based on the request of the university.

Furthermore, in order to ensure the fairness and transparency of operating expenses grants in personnel exchanges with national university corporations, a team was established within the Accounting Division of the Minister's Secretariat to verify the distribution of operating expenses grants, and is already in charge. It was also revealed that hearings from the section were being conducted.
Team members will attend a meeting of experts on operating expenses grants, investigate the allocation policy presented at the meeting, and then consider a more appropriate system.
