As the president's leadership has been strengthened by the governance reform of national universities, the results of deliberations that require strengthening of auditing functions by auditors have been summarized by a meeting of experts from the Ministry of Education, Culture, Sports, Science and Technology. It is necessary for the auditor to attend the board of directors and the management council, prepare an audit report, and reorganize how far the audit work will be expanded.

According to the Ministry of Education, Culture, Sports, Science and Technology, the appointment of auditors is appointed by the Minister of Education, Culture, Sports, Science and Technology based on the intentions of the university. , He said that the appointment should proceed under a transparent process.

Future issues include the introduction of open recruitment and selection meetings, and the appointment of female auditors in order to secure a wide range of human resources who will be responsible for the audit function. The number of auditors is two, including outsiders, regardless of the size of the corporation, but some universities have both of them part-time.For this reason, we requested that the auditors consider how the audit system should be after grasping the actual situation such as how many days a week the auditors work at each university.Since the system to assist auditors in the university is not sufficient and the auditors themselves need to improve themselves, the Ministry of Education, Culture, Sports, Science and Technology should improve the training for auditors with the cooperation of the auditors' council.

The Council of Experts is chaired by Eizo Kobayashi, Chairman of ITOCHU Corporation, and is composed of 11 academic experts. Since July 2014, they have exchanged opinions on the direction of promoting university governance reform.
