Takachiho University (Suginami-ku, Tokyo) will implement a system reform to reduce its entrance fee from the current 220,000 yen to 20,000 yen starting with the 2027 academic year entrance examinations. In recent years, rising examination and higher education costs have had a significant impact on household finances, and the university has revised its system with the aim of "securing opportunities for higher education" and "reducing the burden on parents" during the initial application process. Various fee items such as facility and equipment fees will be integrated into tuition fees, and the university will prioritize reducing the burden at the time of examination and enrollment while maintaining the balance of the total tuition fees over four years.
In June 2025, the Ministry of Education, Culture, Sports, Science and Technology issued a notice to universities nationwide requesting a reduction in the burden of initial enrollment fees, taking into consideration cases where students who have been accepted to multiple universities have to pay enrollment fees to their backup universities while waiting for the results of their first-choice university.
In response, Takachiho University will reduce the initial payment required upon acceptance from the current 22 yen to 2 yen, which corresponds to the actual cost of administrative expenses, starting with the 2027 academic year entrance examination. This will significantly reduce the burden on applicants during the acceptance process and shift to a tuition fee system that is more in line with the educational services provided to enrolled students.
Furthermore, starting with students entering in the 2027 academic year, the tuition fee structure will be revised to improve overall transparency. This revision addresses the issue that the use of each expense item is unclear to prospective students and their guardians. Expenses such as "facility and equipment fees" and "educational enrichment fees" will be abolished and integrated into "tuition fees." Annual tuition fees from the second year onward will increase from the current 974,000 yen to 1,174,000 yen (an increase of 200,000 yen), and the total for four years will increase from the current 4,116,000 yen to 4,716,000 yen (an increase of 600,000 yen). However, this is expected to fall within the standard range among private liberal arts universities in Tokyo.
Furthermore, this review is designed based on medium- to long-term student recruitment forecasts and education investment plans, and is expected to allow for continued necessary investment in education and facilities.
In parallel with this, Takachiho University will also implement educational reforms such as a major + minor system (sub-major system), university-wide PBL (Project-Based Learning), small-group seminar education, and expansion of overseas partner institutions. Furthermore, in order to make students' challenges and achievements visible to the university and create an environment in which efforts are fairly evaluated, the awards system will be expanded. Awards for academic achievement will include the Koike Award (prize money of 10 yen), the Kawada Award (prize money of 25 yen, tuition fee exemption of 55 yen), the President's Award (prize money of 25 yen, tuition fee exemption of 25 yen), the Dean's Award (prize money of 15 yen), the Parents' Association Award (prize money of 3 yen), and the International Student Excellence Award (prize money of 10 yen). In addition, the scope of awards for qualifications will be expanded, and qualifications will be categorized into A, B, and C in terms of difficulty, with awards given at each level.
