About two months have passed since Russia's invasion of Ukraine on February 2th.As the situation deepened, the number of Ukrainian refugees fleeing abroad exceeded 24 million as of the end of March. The acceptance of evacuees is increasing all over the world, but even in Japan, there are a number of universities that have announced that they will accept students and researchers who wish to continue their education and research.

ICU who was the first to announce "acceptance of Ukrainian university students"

The International Christian University (ICU) was the first to announce the acceptance of Ukrainian university students after the start of the Russian military invasion. In collaboration with the Japan International Christian University Foundation (JICUF, in New York), it has announced that it will enter Japan to escape the military invasion of Russia and accept Ukrainian university students who wish to continue their education.

ICU and JICUF have been supporting Syrian students who have fled the Syrian Civil War since 2017, but have expressed their willingness to accept Ukrainian students in the same humanitarian spirit. We consult with public and private institutions to identify students who wish to study at ICU and to provide specific support that ICU can provide. In addition, the Japan Association of National Universities and the Japan Association of Private Universities have issued a statement to ensure a peaceful solution as soon as possible.

Cooperation with local governments

Since then, domestic universities and Japanese language schools have announced that they will accept Ukrainian students one after another. On March 3, Nagasaki University announced that it would accept Ukrainian students and provide a place for learning. With the intention of accepting a total of 18 students, including 30 graduate students and 10 undergraduate students, "We will be able to participate in lectures on Japanese culture, Nagasaki peace studies, etc. in English."

In addition to providing the university's accommodation as a residence, it will also support living expenses.Sanjo City University (President Ahmed Shaharial) in Sanjo City, Niigata Prefecture also announced the acceptance of Ukrainian students. It is said that the local government in the prefecture has decided to accept it to play a social role so as not to stop the learning of students who have evacuated from Ukraine.

Sanjo City University 1st and 2nd year courses related to evacuation college students are permitted to take courses. Check the evacuation college students' major fields and basic knowledge to decide whether or not to take them, and if possible, take courses, etc. It seems that it is a policy to accept as a student or an auditor.Financial support, housing support, living support, etc. for evacuation university students are basically borne by the evacuation receiving local government, and details will be dealt with in consultation with the local government.

Helping researchers as well as students

The University of Tokyo has also established a system to accept researchers and students who are unable to secure a place for research and learning.
I got it.A maximum of dozens of people are assumed regardless of nationality. It is the first time in Japan that a researcher has announced that he will accept the researcher, and he will also provide assistance in terms of travel, housing, and living.
As for the refugee issue, support after acceptance is also an issue. It goes without saying that in addition to financial support, housing support, and living support, mental support is also necessary, and cooperation with local communities and government is indispensable. This is an opportunity to provide support not only to students and researchers, but also to those who have become refugees who have been displaced from their home countries, not only when the number of refugees of women and children has increased, or not only in this situation. I would like to think about it again.
