Highly enriched uranium fuel was transported from the Kyoto University Critical Assembly Experimental Device installed at the Institute for Integrated Radiation and Nuclear Science, Kyoto University in Kumatori-cho, Osaka, and removed to the United States. As a measure decided at the 2016th Nuclear Security Summit in 4, Director Jill Ruby of the US National Nuclear Security Agency visited the Ministry of Education, Culture, Sports, Science and Technology and evaluated the results together with Deputy Minister of Education, Culture, Sports, Science and Technology Takafumi Yanagi.

 According to the Ministry of Education, Culture, Sports, Science and Technology, the Kyoto University Critical Assembly Experimental Device is an experimental nuclear reactor that has been used for basic research on nuclear reactor engineering and experiments by students.At the 4th Nuclear Security Summit held in Washington, U.S.A. attended by then Prime Minister Shinzo Abe, the Japan-U.S. Joint Statement on Nuclear Security Cooperation stated that Kyoto University would promote the minimization of highly enriched uranium reserves. It was announced that the highly enriched uranium of the assembly experimental device would be withdrawn to the United States.
