The Grants-in-Aid for Scientific Research (KAKENHI) is an initiative of the Ministry of Education, Culture, Sports, Science and Technology with the aim of significantly developing all kinds of academic research (research based on the free ideas of researchers) in all academic fields, from basic to applied. This is a competitive research grant subsidized by the Japan Society for the Promotion of Science, and screening is done through peer review (screening by multiple researchers with similar fields of expertise).

According to the Ministry of Education, Culture, Sports, Science and Technology, the number of new applications for major research categories in 2023 was 9, a decrease of 89 (1,298%) from the previous year. The number of newly adopted projects was 1.4, which is 1,234 (4.7%) fewer than the previous year, and the new adoption rate was 2% (minus 4,809 points from the previous year). The policy goal of the 27.5th Science, Technology and Innovation Basic Plan (FY1.0 to FY6) is a new adoption rate of 3%.

In terms of the number of applications, number of applications accepted, amount of applications and amount allocated, the proportion of research institutions to which researchers belong has continued to increase for a long time at private universities. Over the past 10 years, the ratio of private universities to the number of newly accepted applications has increased from 25.5% to 29.2%, while that of national universities has decreased from 55.8% to 51.5%, and the gap between national and private universities is narrowing. .
