 According to the Basic Concept for the Human Resource Development Revolution submitted to the conference, the tuition fee of the national university will be exempted for households with an annual income of less than 270 million yen.Public universities have a maximum tuition fee for national universities, and private universities have a maximum annual reduction of about 70 yen.For junior colleges and colleges of technology, the amount is the same as that of the university.

 In addition, benefit-type scholarships will be taken to cover the necessary living expenses so that students can concentrate on their studies.Target expenses include study expenses, extracurricular activity expenses, school expenses, health and hygiene expenses, communication expenses, etc.For private university students, school payments other than tuition fees will be added, and for students outside the home, housing / utility expenses and food expenses will be added.

 For households with an annual income of 270 million to less than 380 million yen, which is equivalent to households exempt from residence tax, tuition reductions and exemptions and benefit-type scholarships are given to households with an annual income of less than 300 million yen, which is two-thirds of households exempt from residence tax. One-third will be paid to households under 3 million yen.

 Universities that are eligible for free of charge are subject to conditions such as the fact that more than 1% of the credits required for students to graduate are taught by faculty members with practical experience.

 In response to this government policy, the Ministry of Education, Culture, Sports, Science and Technology's Council of Experts has compiled a report on institutional design.The government will submit a related bill to the ordinary Diet session in 2019, aiming to introduce it from 2020.
