 According to the Ministry of Education, Culture, Sports, Science and Technology, universities and colleges whose foreign students account for more than 5% of students who have dropped out, been expelled, or whose whereabouts are unknown in the one-year period starting May 1 of each year will be subject to guidance. If the number of foreign students on the reference date is 1 or less, if the number of students who dropped out exceeds 5, they will be eligible.

 Students may be enrolled in regular or non-regular courses. We receive regular monthly reports from target universities regarding dropouts, expulsions, and people whose whereabouts are unknown, and conduct written investigations and interviews as necessary. The results will be notified in writing to universities and other institutions, and will be announced by the Ministry of Education, Culture, Sports, Science and Technology.

 Universities that have been subject to the system for more than three years will be designated as schools that do not have adequate enrollment management. The Ministry of Justice will suspend the granting of residence status to new students studying at schools with non-appropriate enrollment management until the situation improves.

 In 2019, it was revealed that approximately 1,600 international students, including undergraduate research students, were missing at Tokyo Fukushi University, and the Ministry of Education, Culture, Sports, Science and Technology instructed the university to stop accepting international students. It was also discovered that some of the missing international students had come to Japan for work purposes, and the Ministry of Education, Culture, Sports, Science and Technology and the Ministry of Justice are taking action.
