The increase in the number of graduates is thought to be due to the Ministry of Education, Culture, Sports, Science and Technology tightening the standards for reducing private school subsidies for overcapacity for large-scale private universities in the Tokyo metropolitan area and the Kansai area as a measure to reduce the number of applicants for local universities. The amount of private school subsidy reaches billions of yen a year at a large university, but in 2019 it will be zero if the number of enrolled students exceeds 1.10 times the capacity. In the 2018 entrance examination, Ritsumeikan University has reduced the number of successful applicants by about 4,000, and Waseda University has reduced the number of successful applicants by about 2,000.

The number of universities participating in the center test is 82 national, 90 public, and 531 private, for a total of 703 schools, an increase of 6 from the previous year. There are a total of 13 junior colleges, 136 public and 149 private, two fewer than the previous year.

Among active students, the active application rate, which indicates those who applied for the center test, was 0.6%, which is 44.0 points lower than the previous year. However, it is the second highest number when compared after 1990, when the center test started.
