In response to the announcement by the Ministry of Education, Culture, Sports, Science and Technology in April of "Research Ability Improvement Reform 4" that research utilization of external funds through industry-academia collaboration, young staff members of the Ministry of Education, Culture, Sports, Science and Technology will utilize research support and private funds through public-private collaboration. We have summarized policy proposals such as the establishment of a researcher model development base for advancing research.

 According to the Ministry of Education, about 40 people, mainly the deputy section chief, assistant section chief, and chief of the ministry, participated in the policy proposal as volunteer members of the ministry.Some members of the Science and Technology Reform Task Force Strategy Office are also included.

 The proposals are four projects, the establishment of a research support service partnership system that provides a better research environment for researchers by being certified by the Ministry of Education, and a techno-preneur who promotes research while obtaining private funds by utilizing private research bases. Development of training bases, enhancement of matching opportunities between private companies and researchers, and regional community transformation through collaboration between universities and the community were mentioned.

 From March, young staff members of the Ministry of Education, Culture, Sports, Science and Technology have been professors at Keio University Graduate School of Medicine, Yuichiro Usuda, director of the National Research Institute for Earth Science and Disaster Prevention, Yoshie Munezo, representative director of Big Robe, universities, national research and development corporations, and private companies. He exchanged opinions on new value creation through public-private collaboration seven times in total, and also exchanged opinions with Minister of Education, Culture, Sports, Science and Technology Masahiko Shibayama, Deputy Minister Keiko Nagaoka, and Parliamentary Vice-Minister Takaki Shirasuka to formulate policies.
