The FinTEK Center, Institute of Economic Research, Faculty of Economics, Keio University, will start research on system development that realizes the management and utilization of personal information using blockchain. In a joint research with Institution for a Global Society Co., Ltd. (IGS), which supports matching between students and companies, we aim to implement a platform that connects students and companies through a three-party demonstration experiment with participating companies.

While the use of data as a corporate strategy has become important in the big data society, regulations on personal information are becoming stricter worldwide due to concerns about inappropriate use of personal information. In Japan, the "Revised Personal Information Protection Law" was promulgated in June 2020, and companies are required to balance personal information protection and personal data utilization. It is my duty to strengthen and improve my career support.

In this "STAR (Secure Transmission And Recording) Project", we will develop a system that realizes the management and utilization of personal information under the theme of "returning student's personal information to the student's own hands".We aim to ensure safety and transparency in the provision of personal information of students, research strategies for utilizing personal information that benefit both students and companies, and improve the accuracy of matching between students and companies.

Specifically, the traceability function of the blockchain will be combined with cryptographic technology to protect personal information so that students can freely and completely control the disclosure destination, disclosure range, and disclosure deadline of their personal data.Students can select the disclosure destination, disclosure range, and disclosure period for multiple companies that have been requested to provide information, and can also disclose objective evaluations from those around them, such as faculty members, seniors, and friends.Companies can know the abilities and characteristics of students from multiple perspectives even from a small number of contacts.Furthermore, personal information can be easily managed because records that do not need to be disclosed can be deleted.

The number of companies participating in the project is limited to one company in one industry, aiming for more than 20 companies, but at the start, there are three companies: Bank of Tokyo-Mitsubishi UFJ, SOMPO Holdings Co., Ltd., and Sumitomo Life Insurance Company.Participating companies will conduct empirical research on system operation methods that promote communication between companies and students, while paying attention to the protection of personal information using this system. We aim to continue and develop this system even after the end of the three-year research period, and to solicit the participation of a wide range of companies, not limited to one company in one industry.
