Mr. Kabashima was born in Kumamoto Prefecture in 1947. After graduating from high school, he became an employee of an agricultural cooperative and went to the United States as an agricultural trainee, where he studied political economy at Harvard University Graduate School. After that, he served as a professor at the Faculty of Law at the University of Tokyo, and in 2008 was appointed governor of Kumamoto Prefecture, currently in his fourth term.

　This seminar, "There are dreams in adversity," will talk about the life of Mr. Kabashima, who lived in extreme poverty since childhood and was a dropout in high school, until he became governor of Kumamoto Prefecture, and the disaster that hit Kumamoto after becoming governor. This article introduces the political philosophy and specific initiatives of Kabashima Prefectural Government, which is pursuing the goal of ``maximizing the total happiness of the prefectural population'' through creative recovery efforts after disasters.
