In 2007, the Ministry of Economy, Trade and Industry established a mechanism for universities to develop and evaluate the "basic skills for working adults" that young people need when working in society. "Evaluation business" was recruited.Behind this was the aim of increasing the employment rate of new university graduates and stopping the increase in early turnover after joining the company (Chart 19).In this recruitment project, seven universities nationwide, including Osaka University, Miyagi University, and Tokyo Denki University, have been adopted as model lectures, and the lectures planned and planned by the author are also one of the lectures at Chukyo University, where I work, in the economic industry. It was adopted as the first model lecture of the ministry.

Here, the basic ability of working people is defined as "the basic ability necessary to work with diverse people in the workplace and the local community", and each has a lower ability element, "the ability to step forward". , "Thinking power" and "Team work power" are said to be the power consisting of three abilities (Chart 2) *.
