The agenda to be negotiated requires a high degree of scientific knowledge, but more than 70% of the publications and scientific literature on them are produced in the five developed countries.The research group states that there is a significant imbalance in the scientific and technical knowledge and capabilities of the participating countries.
Furthermore, an analysis of the statements of each country at the 1st International Conference on the Conservation of Marine Biodiversity on the High Seas shows that there are major differences in the main concerns of each country.
