A survey by the National Institute of Science and Technology Policy, Ministry of Education, Culture, Sports, Science and Technology revealed that R & D expenses for major domestic industries began to increase in FY2015. In FY2014, there was a tendency to restrain due to the consumption tax hike, the simultaneous depreciation of global stock prices, and the sharp drop in energy prices, but it is expected that it increased in FY2015 as a reaction to that.

In August 2016, the survey sent questionnaires to 8 companies conducting R & D in-house, and received responses from 3,491 of them.
According to the report, each company used its own funds and external funds, and the in-house R & D expenses promoted in-house increased by 1% from the previous year to 21.8 million yen, of which the research expenses received from outside Is 29 million yen.On the other hand, R & D expenditures, which are outsourced to external organizations, increased by 3,810% from the previous year to 1 million yen.

Both in-house R & D expenses and external R & D expenses had decreased due to the Lehman shock in 2008, but have been on an increasing trend since then except in FY2014.In 2011, immediately after the Great East Japan Earthquake, internal R & D expenses decreased, but external R & D expenses increased, and it seems that the outsourcing of R & D accelerated from this time.

 The number of R & D personnel per company is 1.The age of R & D was 121.7-25 and 34-35, accounting for 44%, and the number of foreign R & D was only 62.9.
However, among the companies that responded to the survey, only 2015% hired one or more R & D developers in FY1, and 42.4% did not hire even one.The percentage of companies hiring new graduates for R & D has been declining since FY57.6.
