The Science Council of Japan has put together recommendations for the need to expand national support to promote education and research reforms at national universities.Although the stagnation of academic research and young human resources development is regarded as a problem, it is necessary to strengthen cooperation between national universities by using information and communication technology and to work on human resources development from a long-term perspective.
In the proposal, it is recognized that the current situation where national universities are located is in a serious crisis due to the deterioration of the financial base due to the reduction of the government's operating expenses subsidy after incorporation.In order to restore the current situation in Japan, where its status is rapidly declining due to the globalization of the international community, the challenges required of national universities, such as the development of human resources who can demonstrate leadership at home and abroad, have increased.
However, the decrease in operating expenses subsidies has forced the reduction of personnel costs for faculty and staff and maintenance costs for university facilities, making it difficult to maintain the current level of education.For this reason, he also said that the stagnation of academic research and the development of young human resources has come to be pointed out.
As a measure to overcome this situation, he pointed out that while the national universities themselves are promoting self-reform, long-term and continuous investment from the national government is necessary.
