The Science Council of Japan considers the extraction of problems and countermeasures when ratifying the Nagoya Protocol.In academic research in the field of life science that utilizes genetic resources, we have summarized the measures that the research community should work together as recommendations.

 The Nagoya Protocol (hereinafter referred to as the Protocol) is an international agreement on "the opportunity to acquire genetic resources and the fair and equitable distribution of benefits arising from their use (ABS)". It was adopted at the 2010th Conference of the Parties to the Convention on Biological Diversity held in Nagoya in 10. Signed by 91 countries and the EU, then signed in 50 countries.

 According to the Science Council of Japan, the protocol has ambiguous scope and derivatives of genetic resources, and there is a risk of disputes such as prosecution and profit sharing requests by the donor country, and management of digital DNA information etc. will be a problem in the future. There is a possibility.Therefore, it calls for continued efforts by the government and the research community to form a fair and rational international consensus, and recommends that the Protocol be ratified as soon as possible in order to exercise international initiatives.

 In addition, although there is a risk that profit distribution will be disadvantageous due to lack of awareness by researchers, it is said that the system for providing information on domestic laws and procedures that differ depending on the resource provider country is not sufficient.For this reason, he pointed out the need for the government and the research community to disseminate relevant information.We also request the government to establish a specialized system for collecting information and preventing troubles, and to appropriately assign experts and develop human resources.

 Furthermore, Japan is considering domestic measures as a resource provider based on the Protocol, but depending on the content, it may be disadvantageous to researchers and there is a risk of unauthorized removal of genetic resources by overseas organizations.We request the government and researchers to continue to consider domestic measures, taking into account the situation in other donor countries.
