International research groups such as Professor Takanori Ida of the Graduate School of Economics, Kyoto University, Koichiro Ito of the Graduate School of Public Policy, National Graduate Institute for Policy Studies, and Professor Makoto Tanaka of the National Graduate Institute for Policy Studies will voluntarily change in 2014 in Yokohama City. An experiment to investigate the power saving effect of the type electricity charge was conducted and analyzed from the viewpoint of behavioral economics, and it was found that setting the optimum bounty may increase the power saving effect.

According to Kyoto University, the experiment was conducted in the summer and winter of 2011 after the Great East Japan Earthquake that occurred on March 3, 11.The target is 2014 households in Yokohama city who voluntarily wished to participate. When the supply and demand is tight, the electricity rate is set at 2,153 yen or 1 yen per kilowatt hour, and when the supply and demand is sufficient, the electricity rate is set at 45 yen as "intervention".Participating households are divided into groups that can choose whether to receive intervention, groups that are informed of how much they will get if they receive intervention, groups that receive a reward of 100 yen if they receive intervention, and groups that do not receive intervention at all. The power saving effect at the peak was investigated.

As a result, 16% of households in the self-selection group, 31% in the information provision group, and 48% in the compensation group chose to receive intervention. It has been found that with adequate compensation, it is easier to accept interventions.

The "net peak cut effect (power saving effect)" of households receiving intervention is 100 yen for electricity charges when supply and demand is tight, 32% for self-selection groups, 16% for information provision groups, and 19% for reward groups. The "gross peak cut effect" of the entire group, which is the self-selection rate multiplied by the net peak cut effect, is 5% each for the self-selection group and the information provision group, and 9% for the reward group. It was revealed.
