The Ministry of Education, Culture, Sports, Science and Technology compiled the amount of public support allocated to 32 law schools nationwide and decided to allocate 110% to Hitotsubashi University. As a result of a panel of experts evaluating the functional enhancement plans and efforts to realize them for 2019-2023, six schools, including Kyoto University, received 6% of the allocation.
According to the Ministry of Education, Culture, Sports, Science and Technology, the evaluation will be based on the basic amount calculation rate of 5 to 60% in advance according to the type of each school classified based on the bar exam cumulative pass rate over the past five years, the most recent number of students admitted, and the most recent entrance exam competition ratio. Once this was set, the allocation rate for public support was determined by adding an additional rate of 90% to 0% based on each school's functional enhancement plans and initiatives.

Looking only at the addition rate, Hosei University has the highest rate of 30%. Three schools, including Hokkaido University, had a rate of 3%, 20 schools, including Osaka University, had a rate of 14%, 15 universities, including Kansai University, had a rate of 12%, and two schools, including Ritsumeikan University, had a rate of 5%.
