According to the public university corporation Osaka, Mr. Tatsumi has completed the master's program at the Graduate School of Engineering, Osaka Prefecture University, and has become an assistant at the Faculty of Engineering, Osaka Prefecture University.After that, after working as a lecturer and an associate professor, he has been a professor of the Faculty of Engineering since 1996 and a professor of the Graduate School of Engineering since 2005. From 2019, he will be appointed President of Osaka Prefecture University, and also serves as Vice President of Osaka Prefecture University, a public university corporation.He specializes in inorganic material chemistry and glass science, and has received awards such as the Japan Chemical Society Award and the Minister of Education, Culture, Sports, Science and Technology Award for Science and Technology.

　Osaka Prefecture University and Osaka City University integrated their operating corporations in 2019. An application for the establishment of a new university is scheduled to be submitted to the Ministry of Education, Culture, Sports, Science and Technology in October. In June, a new university president's recommendation meeting was set up, and Mr. Tatsumi Sand was selected from candidates recommended from inside and outside the university for interviews and document screening.

　Osaka Prefecture University will reorganize the 4 faculties of Osaka Prefecture University and the 8 faculties of Osaka City University into 1 faculty and 11 faculties.The undergraduate enrollment capacity is about 2,900, making it the third largest national and public university in Japan.The main campus will be newly established in Joto-ku, Osaka City, near Osaka Castle, and will be used for education for first and second graders.
