Has the issue since the High School Connection System Reform Conference been solved?

From the standpoint of having been involved in the examination of university entrance examination reform in various ways since participating as a member of the "High School Connection System Reform Conference" established in March 2015, the English private examination in the common test for university entrance examinations. I think it is appropriate to abandon the use of and the introduction of descriptive questions, but I have great doubts about promoting the use of private English exams in individual exams conducted by each university.The reason for this is described below.
In the proposal, the issues pointed out at the stage of postponing the "university entrance examination English provision system" are (1) insufficient response to geographical and economic circumstances. (2) Insufficient consideration for students with disabilities. (3) Concerns about comparing the results of trials with different purposes and contents via the CEFR comparison table. (4) How the Ministry of Education, Culture, Sports, Science and Technology should be involved in private businesses. (5) Delay in providing information regarding the use of English private exams. (6) There are 6 points for stable implementation of the English private examination in Corona.
It is indispensable to overcome these problems when utilizing the English private examination in the individual examinations conducted by each university, but the description of the recommendations on that point is extremely insufficient and lacks concreteness.
In the proposal, the Ministry of Education, Culture, Sports, Science and Technology has taken the initiative to establish a permanent consultation body between qualification / certification examination groups and high school and university officials, reduce and exempt the examination fee for low-income earners, improve the online examination system, expand high school venues, and prevent disabilities. How to deal with problems such as conflicts of interest within the examination organization, including promotion of rational consideration for certain examinees, improvement of convenience of providing grades, publication of problem collections, quality and level of each examination, etc. It is considered useful to discuss themes such as the ideal way of third-party evaluation and the implementation of research.As a permanent council, the "University Admissions Selection Council" was established on May 5th, and deliberation has already begun.
I also participated in similar councils as a member in the past, but the members naturally represent groups with different positions, and it takes time to gather opinions.In addition, each issue is large, and various surveys and analyzes, and hearing of opinions from related parties are indispensable for solving the issues. In some cases, it is necessary to set up a working group separate from the council.The Ministry of Education, Culture, Sports, Science and Technology is considering implementing these reforms from the university entrance examination that will be held during the 2024 period when high school students who have studied under the new course of study will take the examination, but the major system change in the university entrance examination was two years ago. Considering the rules so far that it will be announced to the university, there is only one and a half years left, and it must be said that it is extremely difficult to give a concrete direction for solving the problem.In addition, as revealed by the introduction of the "University Entrance Examination English Providing System", the English private examinations conducted on a global scale will be changed to an embodiment that conforms to this recommendation, such as taking online examinations. Is considered difficult, and it is inevitable that the differences between each test will be wider than ever.
