According to the Ministry of Education, the Council of Experts will be chaired by Yoshinao Mishima, President of Tokyo Institute of Technology, Vice Chairman Osamu Murata, President of Kwansei Gakuin University, Junko Aikawa, Advisor of the National PTA Federation, Nobuo Akai, Professor of Graduate School of International Public Policy, Osaka University, Satake. It is composed of Governor Keihisa Akita and Vice President of Shigeru Chiba Katayanagi Gakuen.

The first meeting was held at the end of January to exchange opinions on future deliberation directions. After the second meeting was held in March, the meeting will be held about once a month, and at the same time, the opinions of related parties will be heard as necessary, and the requirements will be summarized by May and June.
In order to correct the educational disparity due to the economic situation of households, the government has announced a policy of free higher education such as exemption from tuition fees of national universities for students of low-income households.
