Kyoto University has established a basic policy of not conducting military research that threatens people's lives and peace, and has announced it on its website.In response to a statement issued by the Science Council of Japan in April 2017 denying military research, cases that require individual judgment will be decided by a committee established by the President.

 Kyoto University stated on its website that the basic philosophy of research is "to inherit the academic culture of freedom that has been established since its foundation and to contribute to the harmonious coexistence of global society, and to create outstanding knowledge in the world." Regarding research activities, he stated, "Research aims to contribute to the well-being of society, the well-being of humankind, and peace, and does not carry out military research that threatens them."

 In 1967, Kyoto University made an agreement on campus that it was not desirable to receive funding from military institutions.However, the Acquisition, Technology and Logistics Agency started a subsidy program for military research in 2015, and began calling on university researchers to participate.

 In response, the Japan Academy of Sciences issued a statement in 1950 to the effect that it would never conduct scientific research for war purposes, and in 1967 a statement to the effect that it would not conduct scientific research for military purposes. However, due to confusion among university researchers, a review committee was set up in 2016 to consider whether to review the statement. In April 2017, it issued a new statement stating that it would inherit the basic policy of the previous statement, and requested each university to respond in line with this statement.

 Kansai University, Ryukyu University, Hosei University, etc. have already issued a policy and a statement from the president that they will not conduct military research.
