The Japan Association of National Universities has expressed its hopes for discussions on the revision of the law regarding the development of the copyright system, and has made clear its request for promoting computerization of education.We are requesting free of charge for extraordinary transmission and clarification of copyright system operation.

 Under the Copyright Law, copyright is restricted for simultaneous public transmission such as transmission of teaching materials and lecture videos during the course of the lesson, and permission from the copyright holder is not required.Currently, at the Council for Cultural Affairs, whether or not to newly restrict the rights of extraordinary transmissions (public transmissions at different times) such as e-learning, and the problem of granting compensation claims when the restrictions are applied, and the conventional method Consideration is being given to duplication, which was free of charge.

 The association states that subjecting the extraordinary transmission to the subject of rights restrictions contributes to improving the quality of education, and it is desirable that it be free of charge as well as duplication.Even in the case of granting the right to claim compensation, the amount should be low from the viewpoint of public nature, and from the standpoint of promoting education and research and computerization of education, such as the payment method of compensation and license fees and the relationship with duplication. Immediate consideration is needed in cooperation with institutions and ministries.Furthermore, from the perspective of globalization, we are demanding the establishment of an internationally consistent system.

 In addition, in response to the government's request for enhanced education and human resource development related to intellectual property (“Intellectual Property Promotion Plan 2016”), education is provided to promote educational informatization and promote understanding of intellectual property such as the copyright system. Emphasis is placed on active efforts throughout activities.On the other hand, regarding the dissemination and enlightenment of the copyright system, in addition to the current efforts of each person concerned, such as the preparation of guidelines, we expect the Agency for Cultural Affairs to clarify the interpretation and operation.

 In addition to the extraordinary transmission, the Council for Cultural Affairs is discussing important issues related to the computerization of education, and it is desirable to continue comprehensive and flexible examinations in anticipation of the progress of information open access in the future.
